David’s Work on House and Joint Committees

Committees are where much of the work of the state legislature takes place, from holding hearings to drafting legislation. From 2019 to early 2021, David was assigned as a member of four committees, each handling specifically defined subject matters, and he also chaired a subcommittee.

2023-25 Committee Assignments

Member - Children, Families and Persons with Disabilities

David was a member of the Joint Committee on Children, Families and Persons with Disabilities, which considers all matters concerning child welfare, juvenile justice, public welfare, and children and adults with physical, developmental or intellectual disabilities. It is also the Committee’s responsibility to oversee the Departments of Children and Families, Developmental Services, Transitional Assistance and Youth Services; the Massachusetts Commissions for the Blind, the Deaf and Hard of Hearing; and the Massachusetts Rehabilitation Commission.

Chair - Education Equity for Children in Foster Care

David was the chair of the Subcommittee on Education Equity for Children in Foster Care, which was under the Joint Committee on Children, Families and Persons with Disabilities and which considered matters concerning collaborative work between lawmakers, state agencies, former foster children, foster parents, and community partners to address disparities and achieve education equity for children in the foster care system, including the development of policies and procedures that improve educational outcomes and the overall well-being of children in foster care, examination of the manner in which state agencies share placement and other vital information with a child’s school, improvements to foster children’s access to adequate educational support services, and recommendations for relevant legislation, agency procedures, and budget priorities.

Member - Consumer Protection and Professional Licensure

David was a member of the Joint Committee on Consumer Protection and Professional Licensure, which considers all matters concerning consumer credit, consumer protection, the issuance of licenses for the sale of alcoholic beverages, and the registration of various trades or professions.

Member - Cannabis Policy

David was a member of the Joint Committee on Cannabis Policy, which considers all matters concerning the subject of marijuana.

Member - Global Warming and Climate Change

David was a member of the House Committee on Global Warming and Climate Change, which considers all matters related to climate policy, including but not limited to greenhouse gas emissions, the climate impacts of renewable energy development, and climate change adaptation and mitigation.
