David’s Work in Legislative Caucuses
Legislative caucuses are groups of lawmakers, typically drawn from both houses of the Massachusetts legislature, that have been formed around shared priorities. David is a member of several caucuses, listed below, which allow him to advance the interests of our district by collaborating with like-minded colleagues outside of their respective committee assignments, exploring a range of issues and laying the groundwork for future legislation.
House Progressive Caucus
David is honored to serve as Vice Chair of the House Progressive Caucus. The Caucus was formed as a coalition of legislators committed to promoting social, economic, and environmental justice for all people in the Commonwealth and as a space to debate policy ideas and agree on legislative strategy.

Future Caucus

Criminal Justice Reform Caucus
The Criminal Justice Reform Caucus was formed in 2014 to raise awareness and address the root causes and effects of mass incarceration through policy reform, education, and coalition building. David is honored to be a member of this team of legislators ready to face barriers to justice within the statewide correctional system head-on.

A proud Canadian American, David cares deeply about his membership in Canadian American Legislative Caucus, which prioritizes strengthening economic, political, and cultural bonds between the United States and Canada.
Italian American Legislative Caucus
The Italian American Legislative Caucus addresses the needs and concerns of Italian Americans, advancing through legislation the issues most important to Italian American communities across the country.
Healthcare
Medicare for All Caucus
The Medicare for All Caucus was formed in January 2019 to study, discuss, and strategize how Medicare for All can be successfully implemented in Massachusetts to create a healthcare system that is truly affordable, accessible, and universal.

Oral Health Caucus
The Oral Health Caucus was formed in May 2005 to organize support in the state legislature for Medicaid dental benefits, to spur legislation and funding allocations for oral health, and to improve the quality of oral health policy debate and discussion in the Commonwealth.
Agriculture and The Environment
Food System Caucus
The Food System Caucus was formed in 2019 to advocate for the State’s agricultural sector and programs that provide healthy, locally-grown food for vulnerable families, harnessing agriculture for economic development, reducing food insecurity, and preserving agricultural land.

Rural Caucus
The Rural Caucus was formed in October 2015 to raise the concerns of rural communities and increase awareness about the issues impacting small towns and the residents of rural areas, winning the funding to address challenges such as aging, improve services such as transportation and workforce development, preserve and promote agriculture and affordable housing, and expand opportunity.
Clean Energy Caucus
The Clean Energy Caucus was formed in March 2018 to organize support for clean energy initiatives such as green energy solutions while cutting down on greenhouse gas emissions, and to provide a forum for discussion and formulation of policy to address the climate crisis.

Trails Caucus
In collaboration with MassTrails, the Massachusetts Legislative Trails Caucus educates legislators and the public on the community benefits of trails. They advocate for measures in the legislature and executive branch that support their creation and maintenance.

Transportation
Gateway Cities Caucus
The Gateway Cities Caucus was formed in 2008 to promote the interests of the Commonwealth’s 26 post-industrial cities. They seek funding in the State budget for improving education, transportation, economic development, and infrastructure in these Gateway Cities.
Regional Transit Authority (RTA) Caucus
The RTA Caucus was formed in 2008 as the Regional Transportation Caucus to highlight the needs of communities served by the State’s regional transit authorities and to organize support for sustained increases in funding for RTAs.
