David’s Work in Leadership

In addition to participating in caucuses and committees, David is a dedicated member of legislative communities and organizations. David’s roles focus on reforming and streamlining insurance policy, helping those in the Worcester 17th District and nationwide access fair, competitive insurance plans. But he’s also passionate about working across the aisle to develop bipartisan solutions to universal problems, ranging from criminal justice reform to inequities in education.

National Council of Insurance Legislators (NCOIL)

David is proud to serve on the Executive Committee of the National Council of Insurance Legislators (NCOIL), a council of legislators serving in state insurance and financial institutions committees in their districts. NCOIL educates fellow legislators on the issues and implements forward-thinking policies, such as protecting state jurisdiction over matters of insurance. The overarching goal of NCOIL is improving the quality of insurance regulation and allowing state legislators to craft ingenious insurance policies.

Interstate Insurance Product Regulation Commission

David is a member of the Interstate Insurance Product Regulation Commission, which operates under the Interstate Insurance Compact. The Compact improves effectiveness and efficiency markers in the insurance world, specifically in the speed and quality of document filing, review, and approval processes. The Compact operates under an ethos of protecting consumers, while helping insurers improve their offerings through a uniformity of practices.

Future Caucus Criminal Justice Innovation Fellow 

David is a proud member of the Future Caucus, which creates bipartisan coalitions of Millennial and Generation Z legislators dedicated to addressing some of our nation’s most divisive issues. As a Criminal Justice Innovation Fellow, David works on a team of both Democrats and Republicans to debate issues related to criminal justice reform, advancing policy solutions that unite legislators across the aisle.

Council of State Governments Eastern Regional Leadership Academy Fellow 

The Council of State Governments (CSG) helps state legislators develop progressive ideas that tackle local issues and promote excellence in their districts. CSG focuses on inter-state collaboration to solve problems and create lasting partnerships. CSG Eastern facilitates dialogue between elected officials, policy experts, and academics in the Northeast. David is honored to participate as a Leadership Academy Fellow for CSG Eastern, through which elected officials grow their communication and leadership skills, learning from media, government, and education professionals.

Hunt Institute Early Education Policy Fellow 

David is pleased to serve as an Early Education Policy Fellow for the Hunt Institute, which connects legislators with the resources and tools to understand and address issues regarding education in their districts. The Hunt Institute focuses on research-driven, equitable outcomes so that all children may access quality education. Its bipartisan-driven fellowship program trains state leaders passionate about education to become education-focused in their policies and bring these forward-thinking policies back to their districts.
